A new USDA Final Rule is now implementing the Whole Milk for Healthy Kids Act of 2025 and updating meal requirements to align with the 2025–2030 Dietary Guidelines for Americans. For school cafeteria managers and nonprofit afterschool program leaders operating the CACFP or SFSP, the most immediate change is that whole milk may now be offered as part of reimbursable meals across the National School Lunch Program, School Breakfast Program, CACFP, and the Special Milk Program. The rule also extends the saturated fat exclusion—previously applied only to weekly National School Lunch Program specifications—to the School Breakfast Program as well.
When this rule takes effect on June 8, 2026, schools and participating organizations will not be required to modify existing menus. Instead, whole milk becomes an optional addition that programs may incorporate based on participant needs, operational capacity, and budget considerations. This flexibility allows programs to evaluate whether whole milk fits into their current meal service approach without mandating immediate changes.
For cafeteria managers and afterschool program administrators, the next several months offer an opportunity to review menus, assess storage and procurement needs, and communicate with vendors about potential updates. Programs may also want to review internal nutrition policies to ensure alignment with the new federal standards. USDA is accepting public comments on the Final Rule until June 8, 2026, giving operators a chance to provide feedback on implementation considerations.
